Tigan appointed Portola City Manager

The Portola City Council appointed Leslie Tigan the new city manager by a 3-to-1 vote at the last regular meeting of the council June 22.

Council member John Larrieu made the motion to appoint Tigan as interim city manager effective July 1 and continuing until successful negotiation and approval of an employment contract with her. His motion received a second from council member Curt McBride; Mayor Pro Tem Juliana Mark was in agreement and council member William Weaver voted “nay.” Mayor Dan Wilson was absent but had endorsed the plan prior to leaving on vacation.

Fatality reported at Frazier Falls near Graeagle

Fall victim identified

A 73-year-old Reno man is dead after a fall mid-morning Sunday, July 3, from a portion of the Frazier Falls trail in the Lakes Basin Recreation Area outside of Graeagle.

John F. Seeliger was pronouced dead at the scene after Plumas County Search and Rescue responded.

9:30 a.m.

Plumas County Sheriff Greg Hagwood is reporting a multiple shooting Saturday night at a very remote location in the vicinity of Antelope Lake. Three young men from Lassen County were shot following a vehicle chase by a property owner after an alledged theft attempt.

Feather River College uses special reserve to pay construction overruns

Faced with more than $800,000 in overruns and accounting errors on the learning resource center construction project, Feather River College trustees voted June 23 to use a special reserve fund to pay for the majority of the unanticipated costs.

The move reduces the special fund, carefully built over many years using Secure Rural Schools money, by nearly half.

Health care district wants Portola to take parcel off its hands

Tom Hayes, chief executive officer of Eastern Plumas Health Care, came to the regular June 15 meeting of the Portola City Council to ask for the city’s help.

Citing a half-million-dollar net loss in February, Hayes said, “We don’t have the reserves to weather the storm.” He went on to explain that while EPHC’s insured patient base has declined, its MediCal patient base has increased. It has witnessed a “huge increase in bad debt in the last six months” and experienced a drop in volume.

Portola passes budget amid rise and fall and rise again of ad hoc committee

The Portola City Council passed its 2011-12 budget at its June 22 meeting, but not without public challenge.

Portola resident Fran Roudebush said, “I’m asking that you postpone passing this budget, or at the very least, remove salary and benefits from this budget. What we are looking at as far as rate increases is the Operations and Maintenance (in water and sewer funds) and a lot of that is salaries.”
