BANNING THE ESTABLISHMENT AND OPERATION OF MEDICAL MARIJUANA DISPENSARIES WITHIN THE CITY

Ordinance No. 336 was introduced by the City Council of the City of Portola at a special meeting held on February 9, 2011. A summary of the Ordinance follows:

The ordinance bans the establishment and operation of medical marijuana dispensaries within the City of Portola.

The ordinance is scheduled for final adoption on February 23, 2011. A copy of the proposed Ordinance is available for review in the City Clerk's office at 35 Third Avenue, Portola, California.

The Plumas Eureka Community Services District Domestic Water System Has Levels of Arsenic Above the Federal Drinking Water Standard

Our domestic water system recently violated the new federal drinking water standard for arsenic.  Although this is not an emergency, you have the right to know what happened, what you should do, and what we are doing to correct this situation.

What happened?

The USEPA standard, enacted in January 2006, lowered the maximum contaminant level (MCL) of arsenic from 0.050 milligrams per liter (mg/l) to 0.010 mg/l.  This standard was adopted by the state on November 28, 2008.  We routinely monitor for the presence of drinking water contaminants throughout the year.  Our results indicate the 2010 fourth quarter average (Oct., Nov., Dec.) Well #1B was 0.011 mg/L and Well #2 was 0.014 mg/L, which is above the current federal and state standard.

What should I do?

You do not need to use an alternative water supply (e.g., bottled water).

This is not an emergency.  If it had been, you would have been notified immediately.  However, some people who drink water containing arsenic in excess of the MCL over many years may experience skin damage or circulatory system problems, and may have an increased risk to getting cancer.

If you have other health issues concerning the consumption of this water, you may wish to consult your doctor.

What is being done?

The water quality tests have been evaluated for the test wells drilled in October 2010. Each test well has potential to supply Plumas Eureka with drinking water that is under the Federal arsenic limit. Stantec Engineering, formally ECO:Logic Engineering, will be making recommendations for the next steps to take to get the water into our system. We will continue to discuss the arsenic situation during our monthly Board meetings which are held at 9:00am on the second Wednesday of each month at the Fire Station, 200 Lundy Lane.

NOTICE OF PUBLIC HEARING AND INTENT TO ADOPT NEGATIVE DECLARATION #656

NOTICE is given that Mitigated Negative Declaration #656 has determined that the following project will not have a significant effect on the environment. This document is proposed to be adopted and has been filed with the Planning Department. It is now available for inspection and review.

This project is a Tentative Subdivision Map and Planned Development Permit to divide 241.2 acres into six lots for rural residential and agricultural use. The Planned Development Permit accompanying this application requests modification of the minimum parcel size through density transfer to allow for clustering of the residential parcels to avoid environmental impacts and to provide for the use "T" turnarounds in lieu of circular turnarounds.

This project is located at Approximately 3 miles north of Frenchman Lake in eastern Plumas County; Assessor's Parcel Numbers 008-280-020, and -021; Section 29 & 32, Township 25 North, Range 16 East, MDM

The review period for Mitigated Negative Declaration #656 is from February 9, 2011 through March 10, 2011. Written comments concerning this document will be accepted through the last day of the review period. Copies of this mitigated negative declaration and all documents referenced therein can be obtained at the Department of Planning & Building Services, 555 Main Street, Quincy, CA 95971.

A public hearing will be held before the Zoning Administrator regarding this project on March 16, 2011, at 10:00 a.m. in the Conference Room of the Plumas County Permit Center, 555 Main Street, Quincy, CA. Negative Declaration #656 will be presented to the Zoning Administrator, with the information contained therein reviewed and considered by the Zoning Administrator before making his decision.

Should any person challenge either the environmental determination or the project proposal in court, that person may be limited to raising only those issues raised at the public hearing or in written correspondence delivered to the County during the public comment period. Notice is further given that said hearing is being held in accordance with Government Code Sections 65355 and 65856 and Plumas County Code Section 9-2.1152.
