2035 PLUMAS COUNTY GENERAL PLAN UPDATE
2035 Plumas County General Plan Update
The 2035 Plumas County General Plan Update (General Plan Update) provides a comprehensive, long-term plan of the physical development of the County related to planning. This comprehensive update to the County's existing General Plan (adopted in 1984) is proposed in order to establish and implement new goals and policies for regulating development and balancing population growth with infrastructure availability, agricultural preservation, and natural resource protection. The general plan and its maps, diagrams, and development policies are provided in the Goals and Policies Report and form the basis for the County's zoning, subdivision, and public works actions.
Draft Environmental Impact Report-(DEIR)
This DEIR is designed to assess the environmental impacts of the General Plan Update. Additionally, the DEIR is intended to identify ways to minimize significant effects of the General Plan Update and describes reasonable alternatives to the General Plan Update that would avoid or reduce the General Plan Update's significant effects (Section 15121[a] CEQA Guidelines). Consistent with CEQA Guidelines (Section 15168[a]), the EIR prepared for the proposed General Plan Update is a program-level EIR.
The DEIR determined that implementation of the General Plan Update could result in potentially significant impacts in the following areas: Aesthetics, Air Quality, Traffic and Circulation, Noise, Hydrology, Public Safety, Agricultural Resources, and Cultural Resources.
Hazards (Including evaluation of hazardous material sites identified under Government Code Section 65962.5) are included in the DEIR.
