Bids for school roadway work
NOTICE TO BIDDERS
Notice is hereby given that sealed proposals or bids will be received by the Clerk of the City Council of the City of Portola, California, in the office of the Clerk, City Hall, Portola, California, up to 2 o'clock p.m., May 9, 2012 for WEST STREET SAFE ROUTE TO SCHOOL - FEDERAL AID PROJECT NO. SRTSL-5290(009), in accordance with Plans and Specifications on file for said Work in the office of the Clerk of the City Council, at which time they will be publicly opened and read at the same address.
General work description: Widen West Street roadway from Joy Way the Carmichael Elementary School north entrance with HMA placement over AB for the purpose of constructing bike lanes and concrete pedestrian facilities, radar feed back signs and potentially solar street lighting (Additive Item A).
Project plans, special provisions, and proposal forms for bidding this project can be obtained at City Hall, 3rd Ave, P.O. Box 1225 Portola, CA 96122, Telephone No. (530) 832-6803 upon payment of the sum of $100.00 for each full-sized set or $50.00 for each half-sized set, which is not refundable.
A PRE-BID MEETING WILL BE HELD ON MAY 4, 2012, 2:00 O'CLOCK P.M. CITY HALL, 3RD AVE AND SOUTH GULLING STREET. THE PRE-BID MEETING WILL INCLUDE A TOUR OF THE JOB SITE. THIS MEETING IS NOT MANDATORY.
At the time this contract is awarded, the Contractor shall possess either a Class A license or a combination of Class C licenses which constitutes a majority of the work. The Contractor must also be properly licensed at the time the bid is submitted, except that on a joint venture bid a joint venture license may be obtained by a combination of licenses after bid opening but before award in conformance with Business and Professions Code, Section 7029.1.
The UDBE Contract goal is 3.264% percent.
The work shall be diligently prosecuted to completion before the expiration of 60 CALENDAR DAYS beginning on the 10 calendar days after approval of the contract, or as otherwise directed. The last day of the regular elementary school season is June 16, 2012. In order to allow for adequate time of completion, the work on this project should begin as close to June 18, 2012 as possible. All work must be completed by August 29, 2012, which is about one week prior to the 2012-2013 school season.
The estimated cost of the project is $444,000
Inquiries or questions based on alleged patent ambiguity of the plans, specifications or estimate must be communicated as a bidder inquiry prior to bid opening. Any such inquiries or questions, submitted after bid opening, will not be treated as a bid protest. The successful bidder shall furnish a payment bond and a performance bond.
Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in Plumas County have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available at the City of Portola address and available from the California Department of Industrial Relations' Internet web site at http://www.dir.ca.gov/DLSR/PWD. Federal minimum wage rates are not required as the project is not located on a Federal-aid Route. Future effective general prevailing wage rates, which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates.
This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990.
A bidder's security equal to at least 10 percent of the bid will be required.

The Beckwourth Ranger District proposes to reduce hazardous fuels, improve wildlife habitat and browse, and reduce the risk of catastrophic wildfire near Beckwourth and Dixie Valley.
