Provisional Appointment of Trustee
Feather River Community College District Pursuant to California Education Code Sections 5091 and 5092, the Board of Trustees of the Feather River Community College District has made a provisional appointment of Dr. Dana S. Ware as the member of the Board of Trustees representing District 5. This vacancy occurred as of December 8, 2011, and was duly filed with the Plumas County Superintendent of Schools on December 13, 2011, with an effective resignation date of January 2, 2012. The provisional appointment was made at the Board of Trustees meeting held January 19, 2012. In accordance with California Education Code Section 5092, Dr. Dana S. Ware will hold the office until the next regular election to be held in November 2012. Pursuant to California Education Code Section 5092, unless a petition calling for a special election, containing a sufficient number of signatures, is filed in the office of the County Superintendent of Schools within 30 days of the date of the provisional appointment, it shall become an effective appointment.

Mud Plant Plantation Thinning Project

The Almanor Ranger District of the Lassen National Forest is initiating scoping for the Mud Plant Plantation Thinning Project. The District proposes to treat approximately 551 acres of pine plantations to reduce inter-tree and brush competition, while reducing surface, ladder and canopy fuels.
I request your input as it relates to the proposed action and identification of any issues (point of discussion, debate, or dispute) about the anticipated effects from this proposed action. I also request that you respond in writing before March 9, 2012.

Note: On July 8, 2009, the United States District Court for the Eastern District of California lifted the injunction it had issued in Earth Island Institute v. Pengilly in response to the Supreme Court's March 3, 2009, ruling in Summers v. Earth Island Institute. With the lifting of that injunction, sections 215.12(f) and 215.4 of the appeal regulations at 36 CFR 215 are again in effect and categorically excluded (CE) decisions are exempt from notice & comment and appeal requirements. If the decision is made to proceed with this proposed action under a categorical exclusion, the scoping period will be the only opportunity for comments to be submitted and considered.
