Notice of Proposed Action
Placer Mining Exploration
The Mt. Hough Ranger District is seeking public input on issuing a Plan of Operations for placer mining exploration. The Plan of Operations would allow representative, Advanced Geologic Exploration, Inc., and project operator, Charles Watson, to conduct exploratory placer mining activities on National Forest System lands. The representative's proposal involves excavation of up to twenty test trenches with a backhoe to evaluate remnant tailing piles within Eagle Gulch for mineral content. Tailing piles would be accessed via a trail constructed off National Forest System (NFS) Road 24N99X. Material will be initially screened through a grizzly to remove larger rocks. Excavated material will then be transported by backhoe to a processing area on the east side of the claim. The processing system will consist of a small portable trommel wash plant. Water will be pumped from Eagle Gulch Creek to a plastic lined, freshwater holding trough. Water will be discharged into two clarifying pits. All work will be conducted at least 25 feet from the active stream channel. No chemicals will be used in the processing system.
Reclamation will be done concurrently with the operation by backfilling each pit as the material is processed. Work would proceed from the westernmost tailing piles and work east, reclaiming both the trenches and the access trail as the project progresses. Reclamation will also include filling in the holding trough and clarifying pits and grading the area to conform to natural topography.
The location of the proposed exploration is west of Big Creek Road, on the north side of NFS Road 24N99X in Eagle Gulch; T24N, R8E, SW 1/4 of Section 28, MDBM. This plan would be valid for a period of one (1) year.
This comment period is intended to provide those interested or affected by this proposal an opportunity to make their concerns known prior to a decision being made by the Responsible Official.
Written, facsimile, hand-delivered, oral and electronic comments concerning this action will be most helpful if received by December 9th, 2011. Please submit comments to Leslie Edlund, Minerals Assistant, Mt. Hough Ranger District, Plumas National Forest, 39696 Highway 70, Quincy, CA 95971, by phone at (530) 283-0555, by fax at (530) 283-1821 or by email to firstname.lastname@example.org.
