PLUMAS NATIONAL FOREST
The Refuge MP Reoffer Timber Sale is located within Sections 12, 13, 24 and 25 T.25N., R.9E; and Sections 5-9, 15-22, 29-33 T.25N., R.10E. MDM. The Forest Service will receive sealed bids in public at the Mt. Hough Ranger District Offices, 39696 Hwy 70, Quincy, CA 95971 at 10:00 AM local time on 09/23/2011 for an estimated volume of 27,599.2 tons of Combined Softwood sawtimber, and 19,019.1 tons of Combined Softwood biomass marked or otherwise designated for cutting. Sale contains specified roads with an estimated public works construction cost of $144,646.47. Bidders qualifying as small business concerns under the Small Business Act may, when submitting a bid, elect for the Forest Service to build permanent roads. Additional information concerning this option is in the prospectus. The Forest Service reserves the right to reject any and all bids. Interested parties may obtain a prospectus from the office listed below. A prospectus, bid form, and complete information concerning the timber, the conditions of sale, and submission of bids is available to the public from the Mt. INTENT TO ADOPT
MITIGATED NEGATIVE DECLARATION #659
Upper Dotta Canyon Restoration Project
NOTICE is given that Mitigated Negative Declaration #659 has determined that the following project will not have a significant effect on the environment. This document is proposed to be adopted and has been filed with the Department of Planning & Building Services. It is now available for inspection and review.
Plumas Corporation, with the Goodwin Ranch and the Plumas National Forest, Beckwourth Ranger District, are jointly developing plans to restore 2.9 miles of channel and 253 acres of floodplain in Dotta Canyon by eliminating incised gullied channels using the pond and plug technique.
The subject property is located in Dotta Canyon, approximately 9 miles north of Beckwourth, CA, on Assessor's Parcel Numbers 009170004, 009170005, 00917USA; Sections 25, 26, and 36, Township 24 North, Range 14 East MDM.
The review period for Mitigated Negative Declaration #659 is from August 31, 2011 through September 29, 2011. Written comments concerning this document will be accepted through the last day of the review period and should be directed to Jim Graham, Senior Planner, Plumas County Planning Department. Copies of this mitigated negative declaration and all documents referenced therein can be obtained at the Department of Planning & Building Services, 555 Main Street, Quincy, CA 95971.

Notice of Proposed Action
Placer Mining Exploration
The Mt. Hough Ranger District is seeking public input on issuing a Plan of Operations for placer mining exploration. The Plan of Operations would allow claim owner and operator Don Questo to conduct exploratory placer mining activities on National Forest System lands. The claimant's proposal involves excavation of seven test trenches with a backhoe to evaluate the remnant stream terrace for mineral content. Material would be initially screened through a grizzly. Screened material would be further processed through a trommel, sluice box, sand screw and wave table. Water will be pumped from Wolf Creek for processing and discharged into a percolation pit. Reclamation will be done concurrent with the operation by backfilling each pit as the material is processed. The area would then be graded to conform to the natural topography and native vegetative debris would be scattered. The location of proposed exploration is Wolf Creek, T27N, R9E, Section 28, MDBM.
This plan would be valid for a period of one (1) year.
This comment period is intended to provide those interested or affected by this proposal an opportunity to make their concerns known prior to a decision being made by the Responsible Official.
