Notice is hereby given that the Plumas Local Agency Formation Commission (LAFCo) will hold a public hearings to consider the following items:

1. Beckwourth Fire District updated Municipal Service Review and Sphere of Influence Update and amendment to the Eastern Plumas Fire Protection District Sphere.

2. Beckwourth Fire District Sierra Health Foundation and Grizzly Creek Ranch reorganization including the Rocky Point and Grizzly Road Parcels which includes a Detachment of 328 acres from the Eastern Plumas Rural Fire Protection District and annexation of 1,624 acres to the Beckwourth Fire District.

A proposal to update and amend the Spheres of Influence and annex approximately 1,624 acres more or less including 29 parcels to the Beckwourth Fire District and detachment of 328 acres more or less including 21 parcels from the Eastern Plumas Rural Fire Protection District. The subject territory is located east of the City of Portola and west of Grizzly Creek Road (generally). Annexation to the Beckwourth fire protection district will ensure that the territory (Sierra Health and Grizzly Creek Ranch) have permanent fire protection and emergency response services by a single provider. Previously, the District provided service by contract to the Sierra Health Foundation portion of the territory; such an arrangement is considered temporary in anticipation of annexation. This annexation was initiated by application of the landowners; the District has also adopted a resolution agreeing to the annexation.

The Commission will consider oral and written testimony by any interested person or affected agency as well as the report of the Executive Officer. At the hearing, the Commission may approve or disapprove a proposal with or without amendment, wholly, partially, or conditionally, may include or exclude territory in a change of organization or may continue its consideration with or without amendment, as a whole, in part, or upon such conditions as the Commission may determine (For reconsideration requests the consideration may be continued from time to time but not to exceed 35 days from the date specified in this notice). The extension or continuation of any previously authorized charge, fee, assessment, or tax by a local agency or a successor local agency may be applied in the affected territory. The Commission may waive protest and election proceedings if no written protests or objections are raised at this hearing by persons either owning land within the subject territory or, in the case, the territory is inhabited, by anyone registered to vote who is currently residing within the annexation territory.

Persons may attend and be heard at the time and place of the hearing. If you challenge the action of the Commission on any of the above stated items in court, it may be limited to only those issues raised at the public hearing described in this notice, or in written correspondence delivered to the Plumas Local Agency Formation Commission at, or prior to, the public hearings.
