Notice is hereby given that the Local Agency Formation Commission (LAFCo) of Plumas County will hold public hearing to consider the following item:

Quincy Community Services District - Annexation of QCSD Property

10:00 a.m. (or as soon thereafter as possible)

A proposal to annex one 80-acre parcel (APN 115-160-094) located at 900 Spanish Creek Road to the Quincy Community Services District, in order to continue the present use of the property for disposal of treated wastewater. Previously, the District leased the property from a private party; it recently acquired title and wishes to ensure the property is included in District boundaries. The District has initiated annexation proceedings and has found that the annexation qualifies for Categorical Exemption to the California Environmental Quality Act of 1970 (as amended) under Class 19 (Annexation of Existing Facilities and Lots for Exempt Facilities).

The Commission will consider oral and written testimony by any interested person or affected agency as well as the report of the Executive Officer. At the hearing, the Commission may approve or disapprove a proposal with or without amendment, wholly, partially, or conditionally, may include or exclude territory in a change of organization or may continue its consideration with or without amendment, as a whole, in part, or upon such conditions as the Commission may determine (For reconsideration requests the consideration may be continued from time to time but not to exceed 35 days from the date specified in this notice). The extension or continuation of any previously authorized charge, fee, assessment or tax by a local agency or a successor local agency may be applied in the affected territory.

Persons may attend and be heard at the time and place of the hearing. If you challenge the action of the Commission on any of the above stated items in court, it may be limited to only those issues raised at the public hearing described in this notice, or in written correspondence delivered to the Local Agency Formation Commission of Plumas County at, or prior to, the public hearing.

The Executive Officer's report will be available for review at the Plumas County Planning Department located at 555 Main St. Quincy, California, and as practicable, the LAFCO website www.calafco.org/local/plumas five (5) days prior to the hearings. The Grizzly Walker MP Thin Sale is located within area includes all or portions of sections 2, 12, 13, T23N., R12E., sections 1, 24, 25, T24N., R11E., sections 2, 7, 10, 11, 14, 15, 16, 17, 18, 19, 20, 21, 30, 35, T24N., R12E., sections 31, 35, T25N., R12E., M.D.M. The Forest Service will receive sealed bids in public at Beckwourth Ranger District Office, 23 Mohawk Drive/HWY 70, Blairsden, CA at 10:00 AM local time on 08/05/2010 for an estimated volume of 4 CCF of Incense Cedar sawtimber, 823 CCF of Lodgepole Pine sawtimber, 316 CCF of Ponderosa Pine/Jeffrey Pine sawtimber, 2 CCF of Sugar Pine/Western White Pine sawtimber, and 7526 CCF of White Fir/Red Fir sawtimber marked or otherwise designated for cutting. In addition, there is within the sale area an estimated volume of 9985 CCF of Combined Softwood non-saw that the bidder agrees to remove at a fixed rate.
