Inspection project
Plumas-Sierra Rural Electric Cooperative will be conducting inspections of its facilities throughout 2014. Specific vegetation management projects planned within the timbered portions of its service area include but are not limited to, Chandler Road, the Cromberg area, Spring Garden area, Graeagle, and Calpine. We will also be inspecting for trees and other vegetation in proximity to the power lines as required by the California Public Resource Code Section 4293. Trees that come in contact with power lines are a major cause of outages on our system. PSREC strives to strike a healthy balance between our appreciation for trees and our obligation to provide safe, reliable electric service. Through our tree trimming program, we redirect tree growth away from power lines and remove any damaged or diseased trees so we can limit potential damage to the power lines which could be caused by extreme weather conditions. If a tree grows too fast or if its proximity to power lines is a threat to our electric system, our experts will trim the growth away from our equipment. Our vegetation management is conducted following best management practices defined in ANSI A300 Part 7 (ANSI 2012) and the ISA companion publication to the ANSI A300 Standards (ISA 2007).
Currently PSREC is doing a comprehensive mapping/inspection project that encompasses the entire service area. These inspections are part of our ongoing work to provide our members with safe, reliable electric service. We will be inspecting electrical equipment as required by California General Orders 95 and 128 and determining the location and condition of our infrastructure. PSREC personnel require access to all of its facilities including meters. PSREC employees will have company ID with them.

A Petition For Probate has been filed by: Janice Allegri, Janine Ciapponi and Colleen Kennedy in the Superior Court of California, County of Plumas.
THE PETITION FOR PROBATE requests that: Janice Allegri, Janine Ciapponi and Colleen Kennedy be appointed as personal representatives to administer the estate of the decedent.
THE PETITION requests the decedent's wills and codicils, if any, be admitted to probate. The will and any codicils are available for examination in the file kept by the court.
THE PETITION requests authority to administer the estate under the Independent Administration of Estates Act. (This authority will allow the personal representative to take many actions without obtaining court approval. Grizzly Lake CSD Water Notice
IMPORTANT INFORMTION ABOUT YOUR DRINKING WATER

The Grizzly Lake Community Services District water system has levels of Uranium above the drinking water standard.
Our domestic water system recently violated the drinking water standard for Uranium.  Although this is NOT an emergency situation, you have the right to know what happened, what you should do and what we are doing to correct this situation.
What Happened?
We are required by state regulations to monitor our well water for certain radiological elements.
The Maximum Contaminant Level (MCL) for Uranium in drinking water as determined by the state is 20 pCi/L (picocuries per liter).  The most recent results show our running annual average for Uranium monitoring is 29.5 pCi/L.  Therefore, Well 2 produces water that exceeds the Uranium MCL.

GLCSD result- 29.5
What you should do?
You DO NOT need to use an alternative water supply (e.g. bottled water).
This is NOT an emergency, if it had been you would have been notified immediately.  However, some people who drink water containing Uranium in excess of the MCL over many years may have kidney problems or an increased risk of getting cancer.
If you have other health issues concerning the consumption of this water, you may wish to consult your doctor.
What is being done?
GLCSD is currently in the process of filing for a State Revolving Fund grant/loan in order to complete a hydraulic profile on Well 2 in order to determine if the strata in the well that is causing the Uranium to exceed its limit can be sealed off and mitigate the problem or if we need to drill a new well.  Until this process is completed GLCSD is continuing to quarterly monitor both of Delleker's wells and is primarily using Well 1 (the non-violating well) and is only using Well 2 as a redundant source or when capacity of the non-violating well (Well 1) is exceeded.

Notice is given that Negative Declaration 664 has determined that this project will not have a significant effect on the environment.  
The project is located 73836 South Delleker Road, 74260 Humbug Lane and 73980 Industrial Way, Delleker, CA; Assessor's Parcel Numbers 125-420-036, 125-420-044, and 125-420-052; T22N/R13E/Section 3, MDM; 120.502396/39.801951.
The proposed project will involve the construction of a large metal building and appurtenances that will be operated as a Materials Recovery Facility (MRF).  The new Materials Recovery Facility is proposed to process recyclable materials, in conjunction with an existing 10,000 square foot building for baling and for storage of recovered material.  This building is the current location of the Delleker Recycling Center.
A 5.18 acre parcel located at 74260 Humbug Lane is proposed to be used as an Outdoor Processing area, to be used for the processing and storage of mixed construction and demolition debris, inert materials, green waste, wood waste and metals that are delivered directly to, or are separated at the Materials Recovery Facility.  Proposed operations would include constructing and operating a biomass gasification unit on the Outdoor Storage/Processing area site.  The biomass gasification unit, if constructed in the future, would be subject to issuance of Authority to Construct and Permit to Operate from the Northern Sierra Air Quality Management District.
