Forecast...rise above flood stage by Sunday morning and continue to rise to near 13.0 feet by late Sunday morning. The river will fall below flood stage by early Sunday afternoon.
Impact...at 13.0 feet...moderate flooding in Susanville from Lassen street downstream along Riverside Drive. Some homes along the river have moderate flood affects...especially on Carroll street. Significant lowland flooding below Susanville in Johnstonville... Leavitt Lake...Standish...and Litchfield areas. Rural roads and bridges in these areas flood. Similar to flood of March 13 1983. High Wind Warning:
Timing: strong winds will continue this evening...with the highest winds late tonight and early Sunday morning.
Winds: south to southwest winds 25 to 40 mph with gusts 60 to 70 mph.
Gusts over 70 mph in wind prone areas along Highway 395 from Doyle to Susanville and near canyons in the Surprise Valley.
Impacts: motorists in high profile vehicles along highways 395 and 447 will encounter dangerous driving conditions due to strong winds. Precautionary/preparedness actions... Damage to trees...power lines and property is possible with winds of this magnitude. Driving will become hazardous for high profile vehicles. Use extra caution and remain alert for sudden gusts or cross winds.
