Opportunity to Comment on the Dahlen's Placer Mining Project
The Forest Service, Plumas National Forest, Mt. Hough Ranger District, is proposing to approve a Plan of Operations for mineral exploration. The Plan of Operations would allow claim owner Robert Dahlen to conduct exploratory mining activities on National Forest System lands.  Exploratory mining would consist of excavation of one test trench with a backhoe.  Material would be processed through a trommel.  Intermittent camping, use and maintenance of an access road and gate and use of an existing water system would also be authorized. The location of the proposed exploration is the North Fork of the Feather River, Seneca, CA; T26N, R8E, Section 16, MDBM.
This plan would be valid for a period of five (5) years.
This comment period is intended to provide those interested in or affected by this proposal an opportunity to make their concerns known prior to a decision being made by the Responsible Official.  Those who provide comments or otherwise express interest in the proposal by the close of the comment period will be eligible to appeal the decision pursuant to 36 CFR 215 regulations.
How to Comment and Timeframe
Written, facsimile, hand-delivered, oral, and electronic comments concerning this action will be accepted for 30 calendar days following the publication of this notice in the Feather River Bulletin. The publication date in the newspaper of record is the exclusive means for calculating the comment period for this analysis. Those wishing to comment should not rely upon dates or timeframe information provided by any other source. The regulations prohibit extending the length of the comment period.
Written comments must be submitted to: Michael Donald (c/o Leslie Edlund), District Ranger, Mt. Hough Ranger District, 39696 Highway 70, Quincy, California, 95971. The office business hours for those submitting hand-delivered comments are: 8:00 A.M. - 4:30 P.M. Monday through Friday, excluding holidays.
Oral comments must be provided at the Responsible Official's office during normal business hours via telephone (530) 283-0555 or in person. Electronic comments must be submitted in a format such as plain text (.txt), rich text format (.rtf), or Word (.doc) to:

In cases where no identifiable name is attached to a comment, a verification of identity will be required for appeal eligibility. Ordinance adopted
ORDINANCE NO. 12 - 1091
AN ORDINANCE OF THE COUNTY OF PLUMAS, STATE OF CALIFORNIA, AMENDING SECTION 2-4.602 OF TITLE 2, CHAPTER 4, ARTICLE 6, OF THE PLUMAS COUNTY CODE RELATING TO THE COUNTY ADMINISTRATIVE OFFICER, SAFETY OFFICER, RISK MANAGEMENT, AND PURCHASING AGENT.
The Board of Supervisors of the County of Plumas, State of California, ordains as follows:
SECTION 1. Section 2-4.602 of Title 2, Chapter 4, Article 6, of the Plumas County Code is hereby amended in its entirety to read as follows:
Sec. 2-4.602. - County Administrative Officer.
The position of County Administrative Officer (CAO) is created to carry out and enforce the policies of the Board of Supervisors. The qualifications, duties and responsibilities of the CAO shall be prescribed from time to time by resolution of the Board of Supervisors.
The CAO shall serve at the pleasure of the Board of Supervisors, and may be removed by majority vote at any regular meeting of four or more members of the Board. Any decision to remove shall be sufficient without a showing of good cause or right to appeal. The incumbent shall not be removed without sixty (60) days' prior to written notice, except that the CAO shall not be given notice during the first 120 following any change in membership of the Board except upon a four-fifths vote of the Board. Without affecting the at-will status of the CAO, the Board of Supervisors Chairperson shall arrange for a performance evaluation of the CAO on or near the anniversary of the date of hire, using a written format similar to that used for other appointed department heads.
SECTION 2. Effective and Operative Dates; Publication; Codification.
This ordinance shall become effective thirty (30) days after its date of final adoption. It shall be published in the Feather River Bulletin, a newspaper of general circulation in Plumas County, within fifteen (15) days of final adoption.
Section 1 of this ordinance shall be codified; the remainder shall be uncodified.
