REQUEST FOR QUALIFICATIONS
The Plumas County Community Development Commission (PCCDC) is requesting qualifications from Licensed Engineers in order to select an engineering firm for the purpose of developing plans and specifications, including cost estimates for a project known as the "Tobin Fire flow Water System Project" which is generally described as follows: Repair and replace a fire flow water system serving Tobin. It consists of an intake along Jackass Creek, approximately 3,000 L.F. of pipeline, a railroad bridge crossing, pipeline relocation within Tobin and a new fire flow storage tank.
BACKGROUND - Plumas County has received a grant award from the Department of Housing and Community Development to construct a replacement fire water pipeline for the community of Tobin in the Feather River Canyon in Plumas County. PCCDC is the County's designated agent to administer the program funds and will act as grant administrator and construction manager for the project.
SCOPE OF WORK - The selected engineering firm will prepare detailed, suitable-for-construction plans and specifications and construction cost estimates; work with the appropriate approval agencies and assist with the contractor bid process.
QUALIFICATIONS SUBMITTAL - Interested individuals/firms should submit qualifications to: Plumas County Community Development Commission, 183 West Main St., PO Box 319, Quincy, California 95971, no later than close of business, December 19, 2012. The Qualifications should provide the following information:
¥ Firm's history, background, etc. (include projects of similar size and scope completed in the last 5 years)
¥ Capacity of the firm to conduct the scope of work and produce the final documents
¥ Staff resumes
¥ Staff availability
¥ List of references and clients
¥ CAD capability
SELECTION PROCESS CRITERIA- PCCDC will select the successful individual/firm based on its judgment of:
¥ Organization capacity
¥ Experience with similar projects
¥ Ability to meet project timelines
¥ Familiarity with rural communities and conditions
¥ Familiarity with Federal and State construction projects
TENTATIVE SCHEDULE
¥ Successful individual/firm selected: 1/4/2013
¥ Construction cost estimates prepared:
¥ Biddable Plans and Specs including completed: 2/28/2013
OTHER CONSIDERATIONS - PCCDC reserves the right to:
¥ Request clarification of information submitted
¥ Select an individual/firm and negotiate a contract based solely on a qualifications submittal which, in the sole judgment of PCCDC demonstrates the expertise desired by PCCDC
¥ Reject any and all submittals and waive any informality or irregularity in the submittals
¥ Negotiate with any qualified source
¥ Cancel the RFQ, in part or in its entirety, if it is in the best interest of PCCDC to do so
PCCDC reserves the right to select an individual/firm and negotiate a contract based solely on a qualifications submittal. Interviews will be at the option of the Plumas County Community Development Commission.
This Request for Qualifications does not represent a commitment on the part of PCCDC to award a contract.
