NOTICE OF PUBLIC HEARING
ON PROPOSED INCREASES IN REFUSE COLLECTION FEES AND
ESTABLISHMENT OF COMMERCIAL RECYCLING FEES
NOTICE IS HEREBY GIVEN that the Council of the City of Portola will hold a public hearing on proposed increases to the refuse collection fees of the City of Portola and the establishment of commercial recycling fees within the City of Portola which are billed by Intermountain Disposal in accordance with its franchise agreement. Commercial recycling fees are being established to comply with laws of the State of California. The public hearing will be held on October 10, 2012 at or after the hour of 7:00 p.m. in the City Council Chamber, Portola City Hall, 35 Third Avenue, Portola, California.
At the public hearing, any interested person may appear and be heard and/or submit written materials as to whether the proposed charges are discriminatory or excessive, or will not be sufficient under Government Code section 54515, or will not comply with any other provision of Chapter 6, stating at Government Code section 54300, of Part I of Division 2 of Title 5 of the Government Code, or on any other matter relating to the proposed fees. Written comments submitted to the City Clerk at the address listed below prior to October 10, 2012 and received prior to the close of the public hearing on October 10, 2012 will be presented to the City Council at the public hearing.
A copy of the proposed rates for refuse collection fees and commercial recycling fees billed by Intermountain Disposal are attached to this notice. PROPOSITION 218 - WRITTEN PROTEST
Owners of parcels, tenants and the public may comment on the proposed fees in writing prior to, or orally during the public hearing. Consistent with the provisions of Proposition 218 (as implemented by Assembly Bill 1260) this notice has been mailed to all property owners and tenants within the City. If you are a property owner or tenant and wish to protest the proposed fees as described in this Notice, then you must file a written protest with the City at or before the time set for the public hearing. If the party signing the protest is not shown on the last equalized assessment roll of Plumas County as the owner(s) of the parcel(s), the protest must contain, or be accompanied by, written evidence that such party is the owner, or tenant, of the parcel(s). If protests from a majority of the affected parcels are submitted, the proposed rate increases will not go into effect. Only one protest per parcel will be counted. Owners of multiple properties may submit one protest for each property owned.

The Plumas National Forest is soliciting competitive offers for the Revised Solomon Stewardship Project.
The Solomon Stewardship Project is is located in Plumas County, California approximately 5 miles NE of Quincy, CA. Legal: Sections 3, 4 & 9 of T. 24 N., R. 10 E.; and sections 13, 14, 15, 16, 21, 22, 23, 24, 25, 26, 27, 28, 33, 34 & 35 of T. 25 N., R. 10 E.; MDM.  Sealed - "Best Value" offers will be received by Contracting Officer Elaine Gee at the Tahoe National Forest Supervisor's Office at 631 Coyote Street, Nevada City, California 95959  at 10:00AM  local time on the 14th of September 2012, for an estimated 35,366 Tons (4,827 MBF) of sawtimber marked or otherwise designated for cutting on 1,328 acres and 2 stewardship projects.  Stewardship projects are: 1-Cut and Remove Biomass (trees 3.0" to 9.9" DBH as specified) to Landing, Including Decking/Piling on approximatly 1,061 acres (Mandatory), 2-Cut and Remove Biomass (all trees 3.0" to 9.9" DBH) to Landing, Including Decking/Piling on approximatly 235 acres (Mandatory) & 3-Chip and Haul Biomass to Processing Facility for an estimated 42,543 Tons (Optional). The volume of Biomass to be removed is only an estimate, the volume and value of the product to be removed is Subject to Agreement. Contract contains Specified Roads with an estimated cost of $4,237.00 plus deposits for Road Reconstruction Engineering. The Forest Service will evaluate competitive offers submitted by offerors who present a price offer and technical proposal according to the information found under the section in the offer titled "Instructions to Offerors."  Evaluation factors for this project are organizational experience, organizational past performance, local community economic enhancement (including small business enhancement), understanding the Government's requirements and price.  One award will be made to the offeror whose proposal is technically acceptable and whose technical/price relationship is the "best value" to the Government.  The Forest Service reserves the right to reject any and all offers.   A prospectus is available to the public and interested offerors from the offices listed below.   Information concerning the timber and stewardship projects specific to this project, and submission of offers is available to the public from the Mt Hough Ranger District, 39696 Hwy. 70, Quincy, CA 59571, or at the following website:
