A PETITION FOR PROBATE has been filed by: Plumas County Public Administrator in the Superior Court of California, County of Plumas.
THE PETITION FOR PROBATE requests that: David Hollister be appointed as personal representative to administer the estate of the decedent.
THE PETITION requests authority to administer the estate under the Independent Administration of Estates Act. (This authority will allow the personal representative to take many actions without obtaining court approval. Before taking certain very important actions, however, the personal representative will be required to give notice to interested persons unless they have waived notice or consented to the proposed action.) As the responsible official, District Ranger Deb Bumpus signed a Decision Notice and Finding of No Significant Impact (FONSI) on June 7, 2012 approving the Grizzly Valley, Grizzly Valley Community and Humbug Project. The selected modified Alternative 2 approves grazing within the Grizzly Valley, Grizzly Valley Community and Humbug Allotments while responding to resource concerns.
The Grizzly Valley Allotment is located in T23N, R12E, Sections 1 and 12, T23N, R13E, Sections 3-8, 10, 11, 17, 18, T24N, R12E, Sections 12, 13, 24, 25, 35, 36, T24N, R13E, Sections, 15-22, 29, 29-34. The Grizzly Valley Community Allotment is located in T24N, R11E, Sections 18 and 12, T24N, R12E, Sections 2-5, 8-17, 19-30 and 33-36, T25N, R12E, Section 35. The City of Portola's Domestic Water System Has Levels of Arsenic Above the Federal Drinking Water Standard
Our domestic water system recently violated the new federal drinking water standard for arsenic. Although this is not an emergency, you have the right to know what happened, what you should do, and what we are doing to correct this situation.
What happened?
The USEPA standard, enacted in January 2006, lowered the maximum contaminant level (MCL) of arsenic from 0.050 milligrams per liter (mg/l) to 0.010-mg/l. We routinely monitor for the presence of drinking water contaminants. Our results indicate the annual average for our Corporation Yard Well is 0.018-mg/L, which is above the current state and federal standards for arsenic. It is important to note that the Corporation Yard Well is only used during our peak demand months.
What should I do?
You do not need to use an alternative water supply (e.g., bottled water).
This is not an emergency. If it had been, you would have been notified immediately. However, some people who drink water containing arsenic in excess of the MCL over many years may experience skin damage or circulatory system problems, and may have an increased risk to getting cancer.
If you have other health issues concerning the consumption of this water, you may wish to consult your doctor.
What is being done?
The Corporation Yard Well is only used during the City's high water demand period, which is typically between the months of May and October. Our plan is to replace the Corporation Yard Well this summer with the Lake Davis Water Treatment Plant. The Corporation Yard Well would then be placed into emergency-standby operation so that it could be used for emergency situations only. The City will then rely on the Lake Davis Water Treatment Plant as its predominant water supply. This new treatment plant will help ensure the City continues to meet current and future drinking water standards, including the arsenic standards.
