SIERRA VALLEY GROUNDWATER MANAGEMENT DISTRICT
RESOLUTION NO. 12-01
Setting a date for a public hearing to consider the imposition of a management charge for fiscal year (2012-2013)
WHEREAS, Article 9 of the Sierra Valley Groundwater Basin Act (1980 Cal. Stats., Ch. 449, as amended) provides that the Sierra Valley Groundwater Management District may fix a management charge each year for the purposes of paying the costs of initiating, carrying on, and completing any of the powers, projects, and purposes for which the District is organized: and
WHEREAS, the District fixed a management charge for the fiscal year, 2012-2013) on all land within the District, of $.15 per acre, per year, with a total minimum charge of $6.00 per year for all parcels or lots forty (40) acres or less, for the purposes of paying the costs of initiating, carrying on, and completing any of the powers, projects, and purposes for which the District is organized: and
WHEREAS, the District must now fix a management charge for fiscal year 2012-2013, which will include a charge for the purpose of paying the costs of initiating, carrying on, and completing all of the powers, projects, and purposes for which the District is organized: and
WHEREAS, the Sierra Valley Groundwater Basin Act requires the District to give notice and hold a hearing before it fixes a management charge
NOW, THEREFORE, BE IT RESOLVED THAT:
1.  The District give notice and hold a public hearing to consider whether the district should fix a management charge for fiscal year 2011-2012, to pay for the costs of initiating, carrying on and completing all the powers, projects, and purposes of the District.
2.  The hearing will be held on March 12, 2012, 6:00 p.m. at Loyalton Social Hall - Loyalton, California
3.  The clerk of the District will cause a legal notice to publish in the Portola Reporter and the Mountain Messenger one time before the hearing.
The foregoing resolution was duly passed and adopted by the Board of Directors of the Sierra Valley Groundwater Management District, State of California, at a meeting of said Board held on February 13, 2012

NOTICE IS HEREBY GIVEN that the City of Portola will conduct a public hearing by the City Council on Tuesday, March 20, 2012 at 6:00 p.m., or as soon thereafter as the matter may be heard, at Portola City Hall, City Council Chambers, 35 Third Avenue, Portola, CA 96122 to discuss the Fiscal Year 2012 Community Development Block Grant application and to solicit citizen input.
The City of Portola is applying for up to $2,000,000 grant through the Community Development Block Grant (CDBG) Program, under the Public Services ($500,000), Public Facilities ($1,400,000), and Set Aside/Public Facilities ($100,000) components. Grant money will be used to purchase and rehabilitate a building for Plumas Crisis Intervention Resource Center (PCIRC), provide operational costs for the PCIRC (Portola Family Resource Center), and ADA park improvements for the City of Portola City Park to be handicapped accessible.
Persons interested in the program should appear before the City Council at the above public hearing on Tuesday, March 20, 2012 at 6:00 p.m. in order to make their comments known. If you are not able to attend the public hearing, you should direct your written comments to the City of Portola at P.O. Box 1225, Portola, CA 96122 or in person at City Hall. Comments must be received at the above address by 5:00 p.m. on March 20, 2012. WOODBRIDGE DEVELOPMENT AGREEMENT; REVIEW OF ANNUAL REPORT
THE DEVELOPMENT AGREEMENT CALLS FOR AN ANNUAL REVIEW OF THE PROGRESS MADE BY THE DEVELOPER WITH THE TERMS AND CONDITIONS OF THE DEVELOPMENT AGREEMENT
The Woodbridge Development provides for the development of approximately 398 acres, including residential, commercial, and business professional/light industrial development, parks, and open space. The agreement calls for the annual review of the progress made by the developer in "demonstrating the Developer's good faith compliance with the terms and conditions of the agreement." The annual review process is identified as a necessity by the Portola Municipal Code and in California Government Code Section 65865.1. A Tiered Mitigated Negative Declaration was approved for this project in 2006.
General Property Location: The proposed subdivision can be accessed off of Gulling Street (south end) and County Road A-15, approximately one mile south and west, respectively, of the commercial area in the City of Portola.
