Scoping Notice

Peters Road Project

Plumas National Forest

Beckwourth Ranger District

The USDA Forest Service Plumas National Forest, Beckwourth Ranger District will prepare an Environmental Assessment (EA) to evaluate the environmental impacts of developing an access road through the Plumas National Forest to a private parcel.

The project area is located in Plumas County, California and is approximately four miles north of Frenchman Lake in Township 25N, Range 16E, Sections 19 and 30.

The proposed project involves construction of approximately 2,780 feet of access road through the Plumas National Forest from Forest Road 25N11H north/northwest to a private parcel (Assessor's Parcel Number 008-280-002). The road would be constructed along the alignment of an old logging skid road that had been previously used for timber harvest and was then subsoiled. The new access road would be constructed with native materials and will be 12 feet wide with 3-foot shoulders. No trees would be removed for the road construction and overall ground disturbance would be approximately 1 acre.

Our desire is to receive comments or other expressions of interest on the merits of the proposed action, as well as comments that address errors, misinformation, or information that has been omitted. Public questions and comments regarding this proposal are an integral part of this environmental analysis process. Comments will be used to identify issues and develop alternatives to the proposed action. To assist the Forest Service in identifying and considering issues and concerns on the proposed action, comments should be as specific as possible. A copy of the proposed action and/or a summary of the proposed action will be mailed to adjacent landowners, as well as to those people and organizations that have indicated a specific interest in the Peters Road Project.

Send written comments to the Beckwourth District Ranger, Deb Bumpus, c/o Kyla Sabo, at P.O. Box 7, Blairsden, CA 96103, (530) 836-2575. Comments may be (1) mailed; (2) hand delivered between the hours of 8:00  a.m. to 4:30 p.m., weekdays to 23 Mohawk Rd., Blairsden, CA 96103; (3) faxed to (530) 836-0493; or (4) electronically mailed to comments-pacificsouthwest-plumas-beckwourth@fs.fed.us.fed.us. Please indicate the name "Peters Road Project" on the subject line of your email. Comments submitted electronically must be in "Rich Text Format" (.rtf). If you wish to provide oral comments, you may contact Kyla Sabo for an appointment.

DATES: Although comments will be accepted throughout any phase of this project, it would be most helpful if comments on the scope of the proposed action were received by October 29, 2010. The EA is expected to be available for review and comment in December 2010 and the Decision Notice/FONSI in February 2010.
