LEGAL NOTICE OF AVAILABILITY

OF DRAFT EIS

Concow Hazardous Fuels Reduction Project

The Plumas National Forest is pleased to announce the September 15, 2010 availability of the Draft Environmental Impact Statement (DEIS) for the Concow Hazardous Fuels Reduction Project. The DEIS has been prepared in accordance with the National Environmental Policy Act of 1969, Sierra Nevada Forest Plan Amendment Final Supplemental EIS Record of Decision (2004), the Plumas National Forest Land and Resource Management Plan (1988) and the 2003 Healthy Forests Restoration Act (HFRA) Sections 104-106. The project has been designed in collaboration with the U.S. Department of Interior Bureau of Land Management, Butte County Fire Safe Councils, area residents, and other interested parties.

The USDA Forest Service and the USDI Bureau of Land Management propose to reduce hazardous forest fuels, plus establish and maintain spaces - defensible fuel profile zones (DFPZs) on approximately 1,500 acres - for suppressing fires in locations around the towns of Paradise, Magalia, Concow, and Yankee Hill in Butte County, California. The DEIS describes the environmental effects of implementing this project by comparing three possible alternatives based on the four elements of the Purpose and Need for Action; fire and fuels in the wildland urban interface, fire suppression, ecosystem management, and socioeconomics.

The Concow Project DEIS is available in Portable Document Format (pdf) and can be downloaded from the project website at http://fs.fed.usda.gov/plumas. A hard copy or CD of the DEIS is available at the Feather River Ranger District office or mailed upon request.

Comments: Written comments on the DEIS will be accepted for 45 days following the date the U.S. Environmental Protection Agency publishes the Notice of Availability in the Federal Register, Friday September 17, 2010. The comment period will be open through November 1, 2010. Include your full name and address when submitting comments, and please submit comments in Microsoft Word format. Comments should be specific and address the adequacy of the statement and the merits of the alternatives (40 CFR 1503.3). Send comments to Karen Hayden, District Ranger, c/o Plumas NF Project, 875 Mitchell Avenue, Oroville, CA 95965. The final EIS will be completed and mailed to those who have submitted comments on the DEIS, and to those who have requested to be included on the project mailing list. The final EIS is planned to be mailed in November 2010. Instead of an appeal period, there will be an objection process before the final decision is made and after the FEIS is mailed (reference 36 CFR 218). In order to be eligible to file an objection to the preferred alternative identified in the FEIS, specific written comments related to the project must be submitted during scoping or any other periods public comment is specifically requested on this EIS (36 CFR 218.5).

All written and electronic comments, including names and street addresses of respondents, will be available for public review and may be published as part of the final EIS. If you wish to withhold your name or address from public review, or from disclosure under the Freedom of Information Act, you must state this prominently at the beginning of your written comments. Such requests will be honored to the extent allowed by law. All submissions from organizations and businesses, and from individuals identifying themselves as representatives or officials of organizations or businesses, will be available for public inspection in their entirety.
