Notice is hereby given that the Local Agency Formation Commission (LAFCo) of Plumas County will hold public hearing to consider the following item:

Eastern Plumas Rural Fire Protection District - Annexation of "The Ridges"

A proposal to annex approximately 90 acres in 13 parcels to the Eastern Plumas Rural Fire Protection District. The subject territory is located off County Road A-15, southwest of the city of Portola. Annexation to the fire protection district will ensure that the residential development of this territory has permanent fire protection and emergency response services. Previously, the District provided service by contract to the territory; such an arrangement is considered temporary in anticipation of annexation. This annexation was initiated by application of the landowners; the District has also adopted a resolution agreeing to the annexation. In November of 2008, the County of Plumas reviewed and approved a tentative subdivision map and planned development permit for the project; at that time, the County adopted a Mitigated Negative Declaration for the project.

The Commission will consider oral and written testimony by any interested person or affected agency as well as the report of the Executive Officer. At the hearing, the Commission may approve or disapprove a proposal with or without amendment, wholly, partially, or conditionally, may include or exclude territory in a change of organization or may continue its consideration with or without amendment, as a whole, in part, or upon such conditions as the Commission may determine. (For reconsideration requests the consideration may be continued from time to time but not to exceed 35 days from the date specified in this notice). The extension or continuation of any previously authorized charge, fee, assessment, or tax by a local agency or a successor local agency may be applied in the affected territory. The Commission may waive protest and election proceedings if no written protests or objections are raised at this hearing by persons either owning land within the subject territory or, in the case, the territory is inhabited, by anyone registered to vote who is currently residing within the annexation territory.

Persons may attend and be heard at the time and place of the hearing. If you challenge the action of the Commission on any of the above stated items in court, it may be limited to only those issues raised at the public hearing described in this notice, or in written correspondence delivered to the Local Agency Formation Commission of Plumas County at, or prior to, the public hearing.

UNDER THE 2008 DISASTER RECOVERY INITIATIVE (DRI) ALLOCATION

NOTICE IS HEREBY GIVEN that the City of Portola will submit a funding proposal to the State Community Development Block Grant program for 2008 Disaster Recovery Initiative (DRI) funding on or before August 31, 2010. The City of Portola wishes to solicit citizen input prior to submittal of the application. The City Council of the City of Portola will hold a public hearing on August 25, 2010 at 7:00 p.m., at Portola City Hall, City Council Chambers, 35 Third Avenue, Portola, CA 96122. The City of Portola is applying for the grant amount of $70,000 under the 2008 DRI allocation for a Hazard Mitigation Plan and General Plan Safety Element in the City of Portola.

The application and information about DRI funding is available for review in order to give citizens an opportunity to make their comments known. This public information file is available for review at Portola City Hall, 35 Third Avenue, Portola, CA 96122 between the hours of 8:00 a.m. and 5:00 p.m. on weekdays.
