Setting a date for a public hearing to consider the imposition of a management charge for fiscal year (2010-2011)

WHEREAS, Article 9 of the Sierra Valley Groundwater Basin Act (1980 Cal. Stats., Ch. 449, as amended) provides that the Sierra Valley Groundwater Management District may fix a management charge each year for the purposes of paying the costs of initiating, carrying on, and completing any of the powers, projects, and purposes for which the District is organized: and

WHEREAS, the District fixed a management charge for the fiscal year, 2010-2011, on all land within the District, of $.15 per acre, per year, with a total minimum charge of $6.00 per year for all parcels or lots forty (40) acres or less, for the purposes of paying the costs of initiating, carrying on, and completing any of the powers, projects, and purposes for which the District is organized: and

WHEREAS, the District must now fix a management charge for fiscal year 2010-2011, which will include a charge for the purpose of paying the costs of initiating, carrying on, and completing all of the powers, projects, and purposes for which the District is organized: and

WHEREAS, the Sierra Valley Groundwater Basin Act requires the District to give notice and hold a hearing before it fixes a management charge

1. The District give notice and hold a public hearing to consider whether the district should fix a management charge for fiscal year 2010-2011, to pay for the costs of initiating, carrying on and completing all the powers, projects, and purposes of the District.

2. The hearing will be held on April 12, 2010, 6:00 p.m. at Loyalton Social Hall - Loyalton, California.

3. The clerk of the District will cause a legal notice to publish in the Portola Reporter and the Mountain Messenger one time before the hearing.

The foregoing resolution was duly passed and adopted by the Board of Directors of the Sierra Valley Groundwater Management District, State of California, at a meeting of said Board held on March 8, 2010.

Beckwourth Ranger District Tall Whitetop Project

The Beckwourth Ranger District, Plumas National Forest is preparing an Environmental Assessment for the Beckwourth Ranger District Tall Whitetop Project (also known as the Middle Fork Tall Whitetop Project). The project objective is to restore the native plant community by controlling or eliminating tall whitetop, an invasive plant species. The three alternatives analyzed in detail were the Proposed Action, an Alternative Action and the No-action Alternative. The Proposed Action will treat approximately 161 acres in the 844 acre project area. Treatment will include goat grazing, herbicide application and revegetation with native plants.

The project area is one-mile southwest of the town of Beckwourth, T23N, R14E Sec. 26, 27, 28, and 29. It is comprised of the river corridor on either side of the junction of county road A-23 and highway 70.

The purpose of this comment period is to provide an opportunity for the public to provide early and meaningful participation on a proposed action prior to a decision being made by the Responsible Official. Those who provide comments during this comment period are eligible to appeal the decision pursuant to 36 CFR part 215 regulations.

The Environmental Assessment and associated analysis can be obtained from the Beckwourth Ranger District Office at 23 Mohawk Road, Blairsden, CA or on the Plumas National Forest website under Land and Resources Management tab. The comment period ends 30 days following the date of publication of this legal notice in the Portola Reporter. This publication date is the exclusive means for calculating the time to submit comments on the Environmental Assessment. Those wishing to comment on this proposal should not rely upon dates or timeframes provided by any other source.
