FILING DATES
NOTICE IS HEREBY GIVEN, in accordance with the provisions of the Uniform District Election Law of the State of California (commencing with Section 10500, et seq.) that a Uniform District Election will be held on Tuesday, NOVEMBER 5, 2013 for the purpose of electing members to the following Boards of Directors.
NOTICE IS FURTHER GIVEN, that Declaration of Candidacy forms for eligible candidates may be obtained from the office of the Plumas County Clerk at 520 Main Street Room 102, Quincy and district secretaries beginning July 15, 2013. The filing period is from July 15, 2013 through August 9, 2013 at the hour of 5:00 p.m., in the office of the County Clerk. Deadline for withdrawal of declarations is August 9, 2013 by 5:00 p.m. Pursuant to Elections Code Section 13307, a candidate may withdraw (but not change) his/her Candidates Statement of Qualifications on or before August 12, 2013 by 5:00 p.m.
NOTICE IS FURTHER GIVEN, if by the close of the filing period, only one person has filed a Declaration of Candidacy for any elective office to be filled at that election or; a signed petition requesting that the Uniform District election be held has not been presented to the County Clerk for filing, then a certification shall be submitted to the supervising authority - the Board of Supervisors, authorizing them to certify the appointments to the offices as declared. If no person files a Declaration of Candidacy for an office to be voted upon, the Board of Supervisors shall appoint a person qualified to hold office on November 5, 2013 or at a regular or special meeting held prior to December 6, 2013. The person appointed shall take office and serve exactly as if elected at a general district election for the office.
Qualified candidates for the Board of Directors shall be registered voters residing in the District pursuant to the following codes:

Legal Notice of Decision
Chips Fire Pacific Gas and Electric Right of Way Salvage Timber Project

Notice of Decision
On July 1, 2013, Earl Ford, Forest Supervisor, Plumas National Forest, signed a Decision Memo for the Chips Fire Pacific Gas and Electric (PG&E) Right of Way (R/W) Project authorizing salvage (removal) of felled trees along approximately nine miles of PG&E R/W corridors on National Forest System land. Total harvest would not exceed 250 acres. Activities proposed include skidding, landing, and hauling felled merchantable trees for removal from NFS lands and associated treatment of slash created by this project. Salvage of felled trees will require the use of mechanical harvesting equipment including harvesters, skidders, and loaders.
The locations proposed for salvage timber harvest may shift based on spotted owl and goshawk habitat. The Chips Fire altered the suitability of habitat for spotted owls and goshawks and may have changed where birds can nest and forage. Early estimates show the PG&E R/W corridor going through three spotted owl and two goshawk protected activity centers (PACs). Under the Forest Plan, timber salvage is not allowed in PACs for spotted owls and goshawks. Therefore, we are proposing to salvage harvest areas outside of PACs.
We are currently surveying these PACs to determine habitat suitability. Surveys are expected to be completed sometime in August 2013. After the surveys are complete, we may need to modify habitat area boundaries based on what habitat birds are using. If surveys indicate that portions of the PACs are no longer suitable habitat and the PACs are modified or eliminated, we may salvage harvest that previously designated area after that determination and documentation is completed.
These potential habitat changes would also need to be incorporated into the Chip-munk Recovery and Restoration Project analysis, as the two projects overlap. The interdisciplinary teams assigned to both projects will work together on this and incorporate the best information available at the time of each project decision.

Decision Not Subject to Appeal
The 30-day comment period for this project ended on March 1, 2013.  Since no substantive comments expressing concerns were received, or only supportive comments were received during the comment period, this decision is not subject to appeal (36 CFR 215.12).  Implementation may begin immediately.
