Greenhorn Community Services District will hold a public hearing to receive public input and consider adoption of the final budget for fiscal year 2013/2014. The hearing will be held on Thursday, June 20th at 6:00 p.m. in the Greenhorn Volunteer Fire Department building at 2049 Red Bluff Trail, Greenhorn.

Legal Notice of Decision
Mt. Hough - South Park Proposed Trails System Project
On June 11, 2013, Michael Donald, District Ranger, Mt. Hough Ranger District, Plumas National Forest, signed a Decision Notice and Finding of No Significant Impact (FONSI) for the Mt. Hough - South Park Proposed Trails System Project authorizing the designation of trails and trailheads described in the selected alternative, Alternative A, as modified. This decision includes: 1) designation of NFS trails including 35 miles of motorized trails in the Mt. Hough area and 16.6 miles of non-motorized trails in the South Park area; 2) designation of four trailheads: two trailheads will be unmodified (Four Corners and Spanish Creek), one will be modified (Cascade) and one will be newly-developed (South Park); 3) day use designation and cessation of dispersed camping on NFS road 25N48X near the Cascade Trailhead; 4) treatment of invasive plants using herbicides at 49 locations not to exceed 75 acres; and 5) improvement of 4.75 miles of roads and obliteration of 3.0 miles of poorly-placed, currently-eroding roads and routes to mitigate the potential effects of the project activities.
The following changes to the proposed action are included in this decision: 1) deferring the 0.1 mile motorized route at Massack from implementation until appropriate mitigation measures are completed, 2) designating the non-motorized, multiple-use Cascade Trail from the trailhead to the cascades on Spanish Creek as recommended for hikers only, and 3) not obliterating one 0.8 mile route that was proposed for obliteration, the non-system route west of 25N18D in T24N R10E sections 24 and 25. These changes are described in detail in the Decision Notice.

This decision is subject to administrative review (appeal) pursuant to 36 CFR Part 215. Individuals or organizations who provided comments or otherwise expressed interest in the proposal by the close of the comment period are eligible to appeal the decision pursuant to 36 CFR part 215 regulations. The notice of appeal must meet the appeal content requirements at 36 CFR 215.14.

Implementation is anticipated to begin as early as summer 2013. Several components of this project may be delayed from implementation until funding is secured. If an appeal is filed, implementation may occur on, but not before fifteen business days from the date of the final appeal disposition. If no appeal is filed, implementation may begin five business days from the close of the appeal period (36 CFR 215.0(a)).
