Bids to install mobile home
REQUEST FOR BIDS
The Northern Circle Indian Housing Authority (herein called the "Owner") will receive bids to provide, transport and install one (1) manufactured home, extend and hook-up utilities to units and completed all interior finish work to make ready for occupancy. The Manufactured Home is to be (3) three bedroom and (2) bath double wide unit approximately 1600 to 1800 square feet in size. Units to be installed on a perimeter concrete foundation in accordance with California State approved engineered plans. Location where services are to be performed is on trust land outside the town of Quincy, Plumas County, California. The one home will be placed at 40355 Maidu Lane, Quincy CA. Bids will be opened at May 9, 2013 at 1:00pm at the library office of the Mooretown Rancheria, at #1 Alverda Drive, Oroville, Ca.
Bids shall be made on the forms provided in bid packet.
Bona fide bidders may obtain copies of the bid packet at the Northern Circle Indian Housing Authority. Copies of the bid packet will be issued commencing at April 6, 2013 at the office of the Northern Circle Indian Housing Authority located at 694 Pinoleville Drive, Ukiah, California. A pre-bid conference is scheduled on-site for April 25, 2013 at 1:00pm at 40355 Maidu Lane, Quincy CA. Bidders are highly encouraged to inspect the site where services are to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of performance of the contract. In no event will a failure to inspect, constitute grounds for withdrawal of a bid after opening or constitute grounds for a claim after contract award.
Competition in this bid solicitation will be open to all qualified bidders. However, if a responsive bid is received from at least one qualified Indian Organization or Indian-owned economic enterprise and this bid is within nine (9) percent of the bid of the lowest responsible bidder, the contract will be awarded to the Indian organization or Indian-owned economic enterprise. The term "Indian-owned economic enterprise" means any Indian-owned commercial, industrial, or business activity established and organized for the purposes of profit, except that the Indian ownership must constitute not less than 51 percent of the enterprises. Bidders claiming Indian preference will be required to submit at time of bidding a completed questionnaire that is available by contacting Northern Circle Indian Housing Authority at the address and telephone number listed above.
In order to bid and perform public work, the bidder and subcontractors shall hold or obtain such licenses as required by State Statutes, and federal and local laws and regulations. Bids will be accepted only from bidders holding a California Occupational License for Salesperson to Sell Manufactured Homes or contractors holding a California A or B Contractors License. Foundations and Exterior Structures for homes shall only be installed by bidder or subcontractor holding a California Contractors' License, Class A or B.
Contract award or proposal rejection will occur within fifteen (15) days after proposal opening. The intent is to award the project to the bidder that will result in a total cost to the Owner, which is within its budget. Only bids meeting the entire bid requirements included herein shall be considered for award. In the event that the lowest bidder is not awarded a contract, a dissenting contractor has 48 hours in which to file a written complaint. The Contractor shall have fifteen (15) days from the issuance of the Notice of Award to obtain the required bond (if applicable) and insurance, as specified hereinafter and be prepared to execute the Agreement.
Bids will be opened on May 9, 2013 at 1:00pm. Bids may not be withdrawn for a period of 30 days following the opening of bids without the consent of the Owner.
The Work will be completed in all respects within 120 calendar days beginning on the date of Notice to Proceed.
Award of this contract is subject to a determination by the U.S. Department of Housing and Urban Development (HUD) that the contractor is eligible to contract for federally funded activities.

The Northern Sierra Air Quality Management District (NSAQMD) is preparing its budget for fiscal year 2013-2014. Pursuant to California Health and Safety Code Section 40131, the NSAQMD will conduct a public hearing and accept public comment on the proposed budget via either videoconference or telephone conference on May 17, 2013 at 3:00 PM at the Litton Building, Third Floor, Suite 316, 200 Litton Drive, Grass Valley, CA 95945 (Site A) and 257 East Sierra Street, Unit E, Portola CA 96122 (Site B). The Feather River Ranger District proposes to issue a 2 year special use permit for outfitting and guiding to CSU Chico for use of Big Bald Rock Trailhead, Trail and Rock outcrop of educational field trips as part of the outdoor education curriculum near Berry Creek, CA. Mt. Hough - South Park Proposed Trail System Project
The Forest Service, Plumas National Forest, Mt. Hough Ranger District, has prepared an Environmental Assessment for the Mt. Hough - South Park Proposed Trail System Project. The proposed action includes the following activities: develop and improve motorized and non-motorized trails; designate and develop trailheads; designate the Cascade Trailhead area as day use only; and treat invasive plant infestations. A map of the proposed trail locations is available online on the Plumas National Forest webpage (www.fs.fed.us/r5/plumas); select the "Land and Resources Management" tab and then select "Browse through the Forest Projects" to find the project website. The environmental analysis is available for review at the Mt. Hough Ranger District Office. The proposed project is located within the Mt. Hough Ranger District, Plumas National Forest, in Plumas County, California. The non-motorized trail network proposed in the South Park area is between State Highway 70 and Oakland Camp, north of Chandler Road and south of Spanish Creek. The motorized trail network proposed in the Mt. Hough area is located between Spanish Creek east to Grizzly Ridge, north to Indian Falls Ridge, and south to Highway 70.
Proposed for inclusion are 16.6 miles of non-motorized trails in the South Park area and 35 miles of motorized trails in the Mt. Hough area (21.4 miles of singletrack, 11 miles of quad trails, and 2.6 miles open to all vehicles) for a total of 51.6 miles. More than 80 percent of the routes exist currently on the landscape and require rerouting or reconstruction. A total of 8.5 miles of motorized routes and 1.7 miles of non-motorized trails are proposed for new construction. To mitigate the effects of these actions, 4.75 miles of roads and routes would be improved and a total of 3.8 miles of poorly-placed, currently-eroding roads and routes are proposed to be closed or obliterated.
Four trailheads would be designated. Two would be unmodified (Four Corners and Spanish Creek), one would be modified (Cascade) and one would be newly-developed (South Park). The Cascade Trailhead would be modified to protect natural and cultural resources: the area along National Forest System (NFS) road 25N48X would become a day use area, a restroom would be installed, and the trailhead would be moved 500 feet to protect cultural resources. A new trailhead would be developed for the South Park trail system and would accommodate trucks towing trailers. Invasive plants would be treated with herbicide at 49 isolated locations totaling up to 75 acres to control these known infestations and limit the spread of invasive plants within the project area.
The purpose of this comment period is to provide an opportunity for the public to provide early and meaningful participation on a proposed action prior to a decision being made by the Responsible Official. Those who provide substantive comments during this comment period are eligible to appeal the decision pursuant to 36 CFR part 215 regulations.
