As the Responsible Official, District Ranger, Deb Bumpus, signed a Decision Notice and Finding of No Significant Impact (FONSI) on December 6, 2012 approving the Ross Campground Toilet. The selected alternative is Alternative 2, the proposed action, of the Ross Campground Toilet, Environmental Assessment (EA). This alternative would allow for the installation of a permanent vault toilet at the Ross Campground. The location is in T22N, R11E, Section 28, in the Lakes Basin Management Area 35.
The EA and Decision Notice and Finding of No Significant Impact (FONSI) may be reviewed at the Beckwourth Ranger District, 23 Mohawk Road, Blairsden, California.
Decision Not Subject to Appeal
The 30-day comment period for this project ended on November 10, 2012. Since no comments expressing concerns or other interest were received, or only supportive comments were received during the comment period, this decision is not subject to appeal (36 CFR 215.12). Implementation may begin immediately.

Tests Showed Coliform Bacteria in the GLRID - Delleker Domestic Water System
Our water system recently violated a drinking water standard. Although this incident was not an emergency, as our customers, you have a right to know what happened and what we did to correct the situation.
We routinely monitor for drinking water contaminants in the water system. For September 2012, we collected thirteen samples from our water system to test for the presence of coliform bacteria. Five of these samples showed the presence of coliform bacteria. The standard is that no more than one sample per month may show the presence of coliform bacteria.
What Should You Do?
You do not need to boil your water or take other corrective actions. However, if you have specific health concerns, consult your doctor.
People with severely compromised immune systems, infants, and some elderly may be at increased risk. These people should seek advice about drinking water from their health care providers. General guidelines on ways to lessen the risk of infection by microbes are available from EPA's Safe Drinking Water Hotline at 1 (800) 426-4791.
What Does This Mean?
This is not an emergency. If it were, you would have been notified immediately. Coliform bacteria are generally not harmful themselves. Coliforms are bacteria which are naturally present in the environment and are used as an indicator that other, potentially-harmful, bacteria may be present. Coliforms were found in more samples than allowed and this was a warning of potential problems.
Usually, coliform bacteria are a signal that there may be a problem with our source of supply, storage, or distribution systems. Whenever we detect coliform bacteria in any sample, we do follow-up testing to see if other bacteria of greater concern, such as fecal coliform or E. coli, are present. We did not find any of these bacteria in our subsequent testing, and further testing shows that this problem has been resolved.
What Happened? What Was Done?
On September 4, 2012, the District collected a routine sample from the distribution system that was found to contain total coliform bacteria. Five repeat samples were then collected on September 6, 2012, one of which was found to contain total coliform bacteria. Samples from both well sources were absent of total coliform bacteria. The distribution system was then flushed and a repeat set of three samples was collected on September 10, 2012, at and around the positive repeat sample location. All three of these samples were found to contain total coliform bacteria. On September 12, 2012, a staff engineer from the Department of Public Health performed an inspection of the system and collected additional samples from the distribution system. The inspection of the system did not reveal an obvious cause for the contamination. Three of the twelve samples collected during the inspection were found to contain low levels of total coliform bacteria. The system was then disinfected using sodium hypochlorite, which was added to the storage tank in order to give a 2.0-ppm chlorine residual in the tank and throughout the distribution system. An additional set of four repeat samples were collected by the District on September 24, 2012, after chlorine was no longer detected in the distribution system. None of these samples contained total coliform bacteria, indicating that the contamination had been eliminated.
