SEALED PROPOSALS must be delivered to the Plumas County Clerk of the Board, 520 Main Street, Room 309, Quincy, California 95971, clearly marked:

until 2:00 p.m. local time on October 10, 2012, at which time and place they will be opened and publicly read aloud. These proposals shall be for furnishing all labor, material, tax, transportation, equipment, and services necessary for the construction of all work covered by CAAP #PLU-3-10-1, North Side Obstruction Lights and Obstruction Removal, at Gansner Field, Quincy, Plumas County, California.
Plans, specifications and other contract documents may be examined at the Facility Services Department, 198 Andy's Way, Quincy, California 95971, Telephone (530) 283-6299. A complete set of specifications and half-size plans can be purchased at the Facility Services Department for TWENTY DOLLARS ($20.00). The deposit is not refundable. A full set or partial set of full-size plans is available at Ellis Art Drafting & Engineering Supplies, 2030 Market Street, Redding, California, 96001, telephone (530) 244-4417. The Contractor shall be responsible for payment of the cost of these full-size drawings. Further information and Instructions for Bidders may be obtained from the County of Plumas Planning Department. Any questions regarding the materials contained in the Contract Documents should be directed to the Design Engineer, Reinard W. Brandley, at (916) 652-4725.
This work shall be constructed in accordance with details as shown on the plans and described in the specifications for this project. The construction work for this project shall be completed within sixty ( 60 ) working days, including delivery of materials. All construction work on the airport shall be completed within twenty (20) consecutive working days.
Bids must be from an appropriately licensed contractor, must be sealed and accompanied by cash, a certified or cashier's check, equivalent to ten percent (10%) of the total bid amount, payable to the order of Plumas County, to guarantee that if a proposal is accepted, a contract will be entered into and its performance secured. A Bidder's Bond to like effect and amount with a corporate surety will be acceptable for this project. Bids must be in writing and signed by or on behalf of the bidder.
The contract will be awarded on the basis of UNIT BID price and will provide for progressive payments and liquidated damages as fixed in the specifications. All proposals must be made on the forms as contained in the specifications for the previously described project and shall in all respects comply with the Instructions to Bidders and Contract Documents. Bids must be in writing and signed by or on behalf of the bidder.
The successful bidder will be required to furnish a Performance Bond for 100 percent of the contract price to secure fulfillment of all the bidder's obligations under such contract. The successful bidder will further be required to furnish a Payment Bond for 100 percent of the contract price to assure payment as required by law of all persons supplying labor and material in the execution of the work provided for in the contract.
Pursuant to Section 1770, and following, of the California Labor Code, the Contractor shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Copies of such prevailing rate of per diem wages are on file at the Plumas County Planning Department, Quincy, California, which copies shall be made available to any interested party on request.
Each bidder must supply all the information required by the bid documents and specifications.
The County will conduct a pre-bid conference on September 27, 2012, at 11:00 a.m. at the following location: Gansner Field, Quincy, California. All interested bidders are invited to attend. If desired the Contractor will be allowed to inspect the project at that time.
Monthly progress payments will be made to the Contractor for the value of the work completed during the preceding month, less a ten percent (10%) security withhold.
Pursuant to Government Code Section 4590, at the request and expense of the Contractor, securities equivalent to the amount withheld shall be deposited with the County or with a state or federally chartered bank as the escrow agent, who shall pay such monies to the Contractor upon satisfactory completion of the contract.
Securities eligible for investment under this section shall include those listed in Government Code Section 16430 or bank or savings and loan certificates of deposit.
The Contractor shall be the beneficial owner of any securities substituted for monies withheld and shall receive any interest thereon.
No bid will be accepted from a contractor who has not been licensed in accordance with the provisions of Chapter 9, Division III of the Business and Professions Code. A Class "A" license is required for this contract.
Plumas County reserves the right to reject any and/or all bids or to utilize any alternate procedures as authorized by California Public Contracts Code Sections 20166 and 20167, and accept such bids as are to the best interest of the County. No bidder may withdraw his/her bid for a period of sixty (60) days after the date set for the opening thereof.

AREA I (Lake Almanor Weather Resources Management Project)
1. The area in which the equipment will be located is in the counties of Plumas, Lassen and Tehama, in the State of California.
2. The target area will be the watersheds of Lake Almanor, Butt Valley Reservoir and Mountain Meadows Reservoir in the counties of Plumas, Lassen and Shasta, in the State of California.
3. Areas adjacent to the target area which may be subject to effects of operation will be in the counties of Plumas, Lassen, Shasta and Tehama, in the State of California.
4. There are no changes to the cloud seeding project for the 2012-2013 season.
AREA II (Mokelumne Weather Resources Management Project)
1. The area in which the equipment will be located is in the counties of Amador, Tuolumne, Alpine and Calaveras, in the State of California.
2. The target area will be the Mokelumne watershed located in the counties of Calaveras, Amador and Alpine, in the State of California.
3. Areas adjacent to the target area which may be subject to effects of the operation will be in the counties of Calaveras, Alpine, Amador and Tuolumne, in the State of California.
The weather resources management program will be supervised by Mr. Ed McCarthy, Supervisor, Certified Consulting Meteorologist, Meteorology Services, Applied Technology Services Department, Pacific Gas and Electric Company, 3400 Crow Canyon Rd., San Ramon, California, 94583, telephone (925) 866-5956.
Weather resources management activities will be conducted during the seasonal periods of November through May for the five year period of November 1, 2011 through May 31, 2016.
The seeding agent, silver iodide aerosol, will be generated by surface based equipment and will be dispersed into the clouds by atmospheric processes during selected meteorological conditions.
Pacific Gas and Electric Company's Lake Almanor and Mokelumne Weather Resources Management Projects have been ongoing projects since 1953.

Notice of Proposed Action - Chips Fire Roadside Hazard Tree Removal Project

Opportunity to Comment on the Chips Fire Roadside Hazard Tree Removal Project
The Mt. Hough Ranger District proposes to remove hazard trees with structural defects likely to cause failure in all or part of the tree, which may fall and hit the road prism within the next three years within the Chips Fire perimeter. The project is located approximately 5 miles west of Greenville, California south of Lake Almanor in the vicinity of Canyon Dam, Butt Valley Reservoir, Seneca, and Caribou. The legal description is T25N, R7E, sections 4, 5, 8, and 17; T26N, R7E, sections 1, 13, 24, 26, 27, and 33-35; T26N, R8E, sections 3-7, 9, 10, 15-18, 20-22, 28; T27N, R8E, sections 20, 28, 29, 32, and 33; Mount Diablo Base Meridian (MDBM).
The Chips Fire began on July 29, 2012, burned approximately 75,431 acres, and was contained by August 30, 2012. As a result of the fire, many trees along National Forest System (NFS) and Plumas County roads were damaged and could fall into the roadway, posing a safety and access hazard to area residents and landowners, Forest Service personnel and contractors, special use permit holders, and the visiting public. It is not uncommon for high, gusty winds associated with winter or summer storms to suddenly blow down many hazardous trees at one time, posing an unacceptable risk to area residents, forest workers, and visitors. It is important to remove these hazardous trees in a timely, efficient, and cost-effective manner so that safe access to affected areas can be restored and normal National Forest operations can be resumed. The Forest Service is required to maintain roads for access and safety, and the agency routinely removes hazardous trees as part of road maintenance (23 CFR 500.108, 36 CFR 212.4, FSM 7700, FSH 6709.11, 27.62d, Hazard Tree Guidelines for Forest Service Facilities and Roads in the Pacific Southwest Region 2012).
Approximately six miles (up to 250 acres) of four main NFS and/or Plumas County roads have been identified for hazard tree removal. Those roads, listed in order of treatment priority are: 27N26, 27N26D, Plumas County road 306 (Seneca Road), 27N98, and 26N22. The majority of hazard trees proposed for removal occur in high severity burned areas; however, hazard trees within mixed severity burned areas would also be included to ensure the safety of road users in all those areas where burned trees pose a genuine risk of falling into the roadway. The four roads that are to be treated provide access to the communities of Caribou and Seneca, Butt Valley Reservoir, and PG&E infrastructure. Further, these roads are main motor ways connecting the Plumas National Forest and Mt. Hough Ranger District northern boundaries to State Highway 70, and are therefore used by the recreating public.

Notice of Decision
As the Responsible Official, Forest Supervisor Earl Ford signed a Decision Notice and Finding of No Significant Impact (FONSI) on September 25, 2012 approving the US Cellular Black Mountain Project. This project will for the construction of a new collocatable wireless telecommunication facility on the Beckwourth Ranger District, Plumas National Forest.
The project is located entirely within the Beckwourth Ranger District of the Plumas National Forest. It is approximately 4.6 air miles southeast of Milford and 27 air miles southeast of Susanville on Black Mountain in Township 26 N; Range 15E; Section 8.

Appeal Opportunities and Implementation

The Governing Boards of Plumas County Office of Education and Plumas Unified School District are seeking applicants for the position of Governing Board member. There were no applicants for the East Quincy area #2 Trustee position for the upcoming election on November 6, 2012. As a result a provisional appointment will be made to fill the position.
