By order of this court you are hereby advised that you may appear before the judge presiding in Department 2 of this court on October 1, 2012, at 11:30 a.m., then and there to show cause, if any you have, why NATHANIAL RAE VANKOL should not be declared free from the custody and control of CRYSTAL RAE VANKOL for the purpose of freeing NATHANIAL RAE VANKOL for adoption.
The following information concerns rights and procedures that relate to this proceeding for the termination of custody and control of NATHANIAL RAE VANKOL as set forth in Family Code Section 7860 et seq.:
1. At the beginning of the proceeding the court will consider whether or not the interests of NATHANIAL RAE VANKOL require the appointment of counsel. If the court finds that the interests of NATHANIAL RAE VANKOL do require such protection, the court will appoint counsel to represent him, whether or not he is able to afford counsel. NATHANIAL RAE VANKOL will not be present in court unless he so requests or the court so orders.
2. If a parent of NATHANIAL RAE VANKOL appears without counsel and is unable to afford counsel, the court must appoint counsel for the parent, unless the parent knowingly and intelligently waives the right to be represented by counsel. The court will not appoint the same counsel to represent both NATHANIAL RAE VANKOL and his parent.
3. The court may appoint either the public defender or private counsel. If private counsel is appointed, he or she will receive a reasonable sum for compensation and expenses, the amount of which will be determined by the court. That amount must be paid by the real parties in interest, but not by the minor, in such proportions as the court believes to be just. If, however the court finds that any of the real parties in interest cannot afford counsel, the amount will be paid by the county.
4. The court may continue the proceedings for not more that 30 days as necessary to appoint counsel and to enable counsel to become acquainted with the case

Opportunity to Comment on Abandoned Mine Closure
The Plumas National Forest, Beckwourth Ranger District, is preparing a Decision Memo for closure of the Perry Jones #5 (PJ #5) abandoned mine adit. This mine adit is near the community of Clio and closure will provide for public safety. The legal location of the project is T22N, R13E, NE 1/4 of Section 32. The proposed action description and other information are available for review at the Mt. Hough Ranger District. In light of a recent court ruling (Sequoia ForestKeeper v. Tidwell, 11-cv-00679-LJO-DLB (E.D. Cal.)), the Forest Service will provide public notice, comment, and opportunity for administrative appeal for projects and activities documented with a "Decision Memo" (36 CFR 220.6(e)) until new instructions are issued by the Washington Office, or the Agency issues regulations addressing the Court's ruling. In addition, the Forest Service will prepare Decision Memos and offer notice, comment and appeal opportunities for timber sales and proposed approvals of oil or gas exploration and development activities that rely upon Section 390 of the Energy Policy Act of 2005. Only those who provide comment or express interest in this proposal during this comment period will be eligible to appeal the decision pursuant to 36 CFR part 215 regulations.
How to Comment and Timeframe
Written, facsimile, hand-delivered, oral, and electronic comments concerning this action will be accepted for 30 calendar days following the publication of this notice in the Portola Reporter. NOTICE IS HEREBY GIVEN that the PLUMAS Local Agency Formation Commission will hold a public hearing on the following item:
A Sphere of Influence Update for Fire and EMS Services for the Beckwourth Fire District, the C-Road CSD, Eastern Plumas Rural Fire Protection District, the Sierra Valley Fire Protection District, the City of Portola, the Graeagle Fire Protection District and the Plumas-Eureka CSD. LAFCO is required to conduct a Sphere of Influence Update consistent with the policies and procedures of Plumas LAFCO and the LAFCO Act.
The Hearing Sphere of Influence Fire and EMS Sphere Services Update Report will be available for review at the LAFCO webpage 14 days prior to the public hearing on the LAFCO website at www.calafco.org/local/plumas.
