Notice Of Public Hearing
NOTICE IS HEREBY GIVEN that a public hearing will be held on Wednesday, Sept 12, 2012, at the hour of 6:15 pm in the East Quincy Services District office, Quincy California, for the purpose of establishing, by resolution, the appropriation limit for the 2012-2013 Fiscal year for the East Quincy Services District, as described in Article XIIIB of the State Constitution.  The proposed appropriation limit is $193,036, and the East Quincy Services District's 2012-2013 budgeted appropriations and provisions for reserves is the sum of $58,966.00.
The sum of $58,966.00 is subject to the appropriation limit.
At said hearing the East Quincy Services District will consider all comments by interested persons.

Silver Lake Campground and

On August 20, 2012, Mt. Hough District Ranger, Michael A. Donald (Responsible Official) made the decision to implement the Silver Lake Campground and Boat Launch Parking Improvement Project. The project will create approximately eight new parking spaces at six locations along a 1/4 mile of road that goes to the lake.
The project is located along National Forest System road 24N29X, the legal description is T24N, R8E, section 7, MDBM.
A 30-day comment period was conducted consistent with the March 19, 2012 order issued by the U.S. District Court for the Eastern District of California in Case No. CV F-11-679LJO DLB. Only those who provide comment or express interest in this proposal during this comment period will be eligible to appeal the decision pursuant to 36 CFR part 215 regulations.
This decision is subject to appeal by individuals or organizations that submitted comments during the 30-day comment period. Appeals must be filed within 45 days from the date of the published legal notice of this decision in the Feather River Bulletin. Appeals must be submitted to the Appeal Deciding Officer: Forest Supervisor, Plumas National Forest, 159 Lawrence Street, PO Box 11500, Quincy, CA 95971. Appeals may be submitted by FAX (530) 283-7746 or hand delivery at the address shown above during normal business hours (Monday - Friday) 8:00 am to 4:30 pm. Vegetation Management Program for 14 Transmission Line Right of Way Corridors

This notice serves as an addendum to the Pacific Gas and Electric Company (PG&E) proposal which was posted August 8, 2012 in the Feather River Bulletin. This addendum is identical to the original posting, but is extending the scoping period to end on September 20, 2012.
Pacific Gas and Electric Company (PG&E) is proposing to use herbicides within 14 Transmission Line right-of-ways (ROWs) within the jurisdiction of the Plumas National Forest (PNF) and along Caribou Road. PG&E proposes to use herbicides to control unwanted vegetation on National Forest System (NFS) lands. Vegetation management is a critical component of ongoing operation and maintenance of these transmission line ROWs and the use of herbicides is necessary for safe and reliable operation of the facilities and to reduce the possibility of catastrophic wildfires.  
The purpose of this scoping period is to provide an opportunity for the public to provide early and meaningful participation on a proposed action prior to a decision being made by the Responsible Official. A Vegetation Management Program (VMP) is available upon request. How to Comment and Timeframe:
Written, facsimile, hand-delivered, oral, and electronic comments concerning this action will be accepted for 30 calendar days following the publication of this notice in the Feather River Bulletin (newspaper of record). The publication date in the newspaper of record is the exclusive means for calculating the comment period for this analysis. Those wishing to comment should not rely upon dates or timeframe information provided by any other source. The regulations prohibit extending the length of the comment period.

The office hours for those submitting hand-delivered comments are Monday through Friday 8:00 am to 4:30 pm, excluding holidays.
Oral comments must be provided at the Responsible Official's office during normal business hours via telephone 530-836-7122 or in person, or at an official agency function that is designed to elicit public comments. At this time, the Plumas National Forest wants your written or verbal comments on this proposal.
